People who have no income but are still interested in issuing income tax return filings in the U.S. can refer to the laws which have been passed in the country and enforced by the Internal Revenue Service (IRS) for people who have some income but do not meet the minimum levels of income generally required to come under the heading of income taxes. 
As such, people who did not have an income during that particular income tax year but did sell off their residence can still file a return for income taxes. Filing a return for an Income Tax can be used to gain an Earned Income Tax Credit.
